Moore member of Birr No. 1 Rural District Council stating that a Rural District Council is a local authority under The Electric Lighting Acts and that it is not necessary for them to obtain urban powers for the electric lighting of any part of their district.

Letter of 5th February notes 'we would recommend putting down the Electric Lighting Station at a convenient position in the town and generating electricity by means of a gas engine'.
