King's County Council was formed under the Local Government (Ireland) Act, 1898. At the annual meeting of 19 June 1920, a proposal was put forward to change the name of King's County Council to that of Offaly County Council, with all printed matter in connection with the Council to bear the new title from that date.

Of Ballycumber, King’s County. Fourteenth child of Thomas Homan-Mulock of Bellair, King’s County. Born on the 25th July 1848, educated at the Royal School, Enniskillen, and Trinity College, Dublin. Appointed to the Indian Civil Service in 1869, serving in North Western Provinces as Assistant-Magistrate and Collector, and Joint-Magistrate 1871-1886; on special duty at Imperial assemblage at Delhi, 1876; Assistant-Commissioner, 1886; Joint-Magistrate, Ballia, 1887; Deputy Commissioner at Lucknow, 1889; Magistrate and Collector, 1890; Commissioner at Fyzabad, 1896. Retired from the Indian Civil Service in 1898 and purchased the Ballycumber Estate in King’s County. Served as Justice of the Peace for King’s County and High Sheriff in 1902. On 4th August 1878 he married at Bhavghulpore, Bengal in India Miss Ethel Annie Braddon, daughter of the Right Hon. Sir Edward Braddon, P.C., K.C.M.G., Premier of Tasmania and author of the Australian Constitution. Of this marriage there was issue, one son and two daughters.

Sir William Parsons, 2nd Baronet of Birr Castle was the eldest son of Sir Laurence Parsons, 1st Baronet of Birr Castle, and Lady Frances Savage. He succeeded his father as 2nd Baronet of Birr Castle in 1698. Sir William Parsons was first married to Lady Elizabeth Preston of Craigmiller, and they had one son, William, before she died in 1701. He then remarried to Lady Elizabeth St. George. On 17 March 1740, he died and was succeeded by his grandson, Sir Laurence Parsons.

Sir William Parsons, 2nd Baronet of Bellamont, was the only son of Sir Richard Parsons, and his first wife Lettice Loftus. He married Catherine, the eldest daughter of Lord Arthur, Viscount of Ranelagh. Sir William became the 2nd Baronet of Bellamont when his grandfather, Sir William Parsons, died in 1650. His son, Sir Richard Parsons, succeeded him as 3rd Baronet of Bellamont upon his death in 1658.

Lord Richard Parsons, 2nd Earl of Rosse, was born around the year 1716 to Lord Richard Parsons, 1st Earl of Rosse, 2nd Viscount Rosse, Baron of Oxmantown, and his wife Lady Mary Paulet. He succeeded his father in 1741 as the 2nd Earl of Rosse. Lord Richard Parsons died on 27 August 1764 with no children, ending the line of the Parsons of Bellamont. Representation of the family then fell to Sir William Parsons, 4th Baronet of Birr Castle.

Sir Laurence Parsons, 3rd Baronet of Birr Castle, was the eldest son of Sir William Parsons and Lady Martha Pigott. He married his first wife, Lady Mary Sprigge in 1730. They had a single son the following year named William. Laurence Parsons succeeded his grandfather as 3rd Baronet of Birr Castle on 17 March 1740. He married again in 1742 to Lady Anne Harman, and had two more sons, Laurence in 1742, and Wentworth in 1746. Sir Laurence Parsons died in 1749 and was succeeded in the baronetcy by his eldest son by his first marriage, Sir William Parsons.
